Associate Director – MEP
Our client, a dynamic government entity focused on innovation and technology. They are looking for Associate Director to lead Mechanical, Electrical, and Plumbing (MEP) projects at a significant development site, driving excellence in project management.
Responsibilities:
- Assist in the planning and management of MEP projects, ensuring compliance with quality and budgetary requirements.
- Coordinate with internal teams and external partners to finalize designs and oversee construction activities.
- Prepare documentation for the selection of consultants and contractors, and monitor their performance.
- Address design and construction challenges, providing innovative solutions as needed.
- Review project scopes, budgets, and change orders related to MEP work.
- Ensure adherence to organizational guidelines and compliance standards.
Requirements:
- Bachelor's degree in Building Services Engineering, Mechanical/Electrical Engineering, or a related field.
- Membership in a recognized professional institution is preferred.
- 12 years of relevant experience in large-scale infrastructure projects, including 7 years in a managerial role.
- Fluent in English and Chinese (including Putonghua).
Key Responsibilities:
- Assist the IT Associate Director and Senior Applications Manager in executing departmental functions and system optimizations
- Communicate with stakeholders and partner with internal team to identify business needs, assess technical requirements, and evaluate solution viability
- Oversee external vendors to ensure timely and high-standard execution of application projects across all stages—design, development, testing (UAT), deployment, and ongoing support
- Act as a technical resource for users, providing troubleshooting assistance, resolving application issues, and maintaining seamless system performance
- Develop and maintain detailed documentation including system guides, technical specs, and standard operating procedures; conduct user training to promote effective application usage
- Ensure applications adhere to security protocols and compliance standards; assist in implementing protective measures and conducting regular audits, risk evaluations, and assessments
Qualifications & Experience:
- Degree holder in Information Technology or a related field
- At least 8 years of relevant experience, with a strong background in IT application development, project oversight, and vendor coordination
- Hands-on experience in security assessments, audits, penetration testing, privacy impact analysis, and performance stress testing; knowledge of DAST and SAST is advantageous
- Experience in large-scale property management or real estate development environments is preferred
- Demonstrated capability in managing third-party vendors and service partners effectively
- Strong analytical mindset and problem-solving abilities, with a comprehensive understanding of application development cycles
- Business-focused approach with proven ability to work cross-functionally to deliver robust application solutions
- Proficient in SAP S4 HANA/ SuccessFactors/ Microsoft ERP/ D365 CRM / Smart application system
- Knowledge of smart building and facility management technologies
- Excellent communication skills in both written and spoken English, Cantonese, and Mandarin

Who We’re Looking For:
A degree holder in Business Administration, Surveying, Real Estate, or a related discipline, with a minimum of 15 years of experience in a leadership role within property development, land administration, valuation, government liaison, or large-scale project implementation.
The ideal candidate will have proven expertise in real estate development management, financial analysis, property appraisals, and business modeling. A deep understanding of government approval processes, policies, and regulations related to land development is a strong advantage.
You should possess excellent communication, negotiation, and interpersonal skills, with the ability to influence and build relationships with diverse stakeholders. A strategic mindset, strong organizational skills, and the ability to solve complex problems with creativity and precision are essential.
Fluency in English and Chinese (including Putonghua), both written and spoken, is required.
