Multi‑Country Payroll Transformation Project Consultant

We are currently looking for a skilled and experienced Payroll Transformation Consultant to join our project team and support our client's needs.  As a valued team member, this is a dynamic role that will give you great exposure to our client's business and a chance to showcase your abilities to deliver excellent service and solutions. The role will be responsible for reorganizing the accounting policies and establishing a standardized accounting framework.

 

Key Responsibilities:

  • Partner with newly established Payroll and HR/Finance teams to design and embed a robust multi‑country payroll operating model
  • Lead the standardisation of payroll processes and governance across Singapore, Malaysia, Australia, UK, and Taiwan
  • Ensure full statutory and tax compliance with local payroll legislation, filings, and reporting deadlines in each jurisdiction
  • Design strong internal controls, audit‑ready frameworks, and control matrices to support risk management and scalability
  • Document end‑to‑end payroll processes (monthly, off‑cycle, and year‑end), including data flows, approvals, reconciliations, and reporting
  • Develop practical SOPs, checklists, and RACI matrices to clearly define roles across Payroll, HR, Finance, and external providers
  • Assess current payroll processes and data quality, and support process clean‑up and control remediation where required
  • Provide hands‑on support through 2–3 live or parallel payroll cycles per country to validate processes and controls
  • Deliver knowledge transfer and training for Payroll, HR, and Finance teams on controls, audit evidence, and compliance watchpoints
  • Conduct a post‑implementation review and provide recommendations to strengthen ongoing payroll operations and governance
     

Key Requirements:

  • 10+ years of payroll experience, including regional or multi‑country responsibility
  • Proven track record in designing payroll operating models, controls, and SOPs, not just running BAU payroll
  • Strong hands‑on experience with statutory and tax compliance in multiple jurisdictions
  • Strong understanding of payroll controls, audit requirements, and risk management
  • Ability to translate regulatory requirements into practical, workable processes
  • Excellent documentation skills (process maps, SOPs, control matrices, training materials)
  • Strong communication and stakeholder‑management skills across HR, Finance, Payroll, and vendors
  • Hands‑on, pragmatic, and delivery‑focused approach
  • Able to work independently and drive outcomes in a complex, multi‑country environment
